Synopsis

Multiple writ petitions concerning street vending in ndmc and mcd areas of delhi revealed a chaotic situation. the ndmc submitted a vending plan to the gnctd in october 2025, but the plan remained unapproved. meanwhile, ndmc’s town vending committee later decided to identify 200 more vending sites, indicating the plan was not final. tehbazari holders (including those protected by supreme court orders) refused to participate in surveys and continued vending in non‑vending areas. the mcd areas had no finalised vending plan at all. the high court found complete absence of decision‑making by both ndmc and gnctd. it directed the chief secretary, gnctd to convene a meeting with all stakeholders and take a final decision on how to proceed, and listed the matter for further monitoring.
