The Madras High Court allowed a writ appeal filed by the State Government challenging a Single Judge's order that had granted relief to teachers seeking stepping up of pay on par with their juniors. The respondents, who were Secondary Grade Teachers later promoted to Primary School Headmasters, claimed a pay anomaly occurred when their juniors were drawing higher salaries. The Single Judge had directed the authorities to consider their claim. However, the Division Bench set aside the Single Judge's order, holding that financial matters with large-scale implications must be decided by the Government—the final authority. The Court directed the Secretary to Government, School Education Department to decide the issue on merits and in accordance with law, uninfluenced by the observations in the Single Judge's order. The Court followed its earlier Division Bench decision in V.K. Kannan v. The Director of Elementary Education, Chennai, which mandated that such matters be decided by the Government.

Appointments and Promotions
The respondents were initially appointed as Secondary Grade Teachers on 08.10.1996 in Primary School at Vembakkam Panchayat Union, Tiruvannamalai District and on 04.08.1997 at Panchayat Union Primary School in Kanchipuram District.
On completion of ten years of service, Selection Grade was awarded.
The respondents were further promoted to the post of Primary School Headmasters on 30.06.2012 and 24.07.2012 respectively.
