Background
The appellant was issued a Scheduled Tribe certificate as "Tokre Koli" in 1984. Based on this, he secured appointment as Junior Engineer with the Municipal Corporation of Greater Mumbai in 1994 and was promoted in 1999. After misplacing the original, he obtained a fresh certificate in 2000.
